Cheat mode:
Make a backup copy. Use a text editor to edit the "swat4x.ini" file in the game directory. Locate the "[Engine.GameEngine]" section, then change the "EnableDevTools=False" line to "EnableDevTools=True". Then, press ~ (North American version) or ' (European version) during game play to display the console window:

Result - Code:

God mode - god
Set jump height - setjump [number]
No clipping mode - ghost
Disable no clipping mode - walk
Toggle third person view - behindview [0 or 1]
Map select - open [map name]
Set gravity value - setgravity [number]

Note: Codes must be reactivated when a new mission starts.
