For all weapons or more health, try these codes.

Create a shortcut to maxpayne.exe on your desktop.
Right-click on the shortcut and select "Properties."
In the target field replace the current target with:

"C:\Program Files\Rockstar Games\Max Payne 2\MaxPayne2.exe" -developer

Start game with new shortcut.
While in game, press the "~" key to bring up the cheat console.
Enter the following commands for the desired effect.
